Scout removal

With the Masteries change Pre-Season 6 the old "Scout" mastery has been removed. In direct coincidence all champions that would have most likely taken this mastery (IE. lee sin, Katarina, Jax) now are more difficult to make plays by their "ward hop". Is there a possibility it could be re-introduced? Possibly force players to take it as a keystone for mobility? Or to force these champions into a certain "tree" of the setup?
