Garen and Balancing

I'm sure millions have said this before (not hyperbole, probably literally in the millions), but why is Garen still in his current state? Riot reworks champions who are in an "unhealthy" state, like how Skarner was really strong if he could get that ult on the ADC off, so they give him some utility. Garen was fine, and all they accomplished with this rework was making the game less fun for everyone. How do they still not see how rediculous he is? It doesn't matter how fed you get, if you can last hit at all and can keep the game going until you hit level 16, have more than3000 health and a warmogs, all you have to do is get out of a fight for about 15 seconds and you can just go back in with full health.
