Blind Pick Times

OK so can we get more time to pick champs in blind because half the time people argue over rolls and i don't know what i am doing and then i haven't picked and I banned for five mins because I "dodged" I wasn't trying to but we didn't have enough time to work out roles and I get punished, this is bull crap, auto lockers are usually the reason this happens... why don't they get punished

Also how many times can one dodge before they get like permabanned because i rarely if ever dodge on purpose but why should we be punished for running out of time ITS BAD GAME DESIGN, we need more time in blind pick, heck people have more time to pick a champ and talk in draft where everyone should know what they are doing
