When is flora's early game going to be nerfed

For the best scaling melee champion in the game, it's ridiculous that she's still this lane dominate. Name one melee match up that wins lane/outscales Fiora, there Isn't one. Not even trundle can duel her anymore if the Fiora player has half a brain. I'm a fan of seeing a good fiora player or main pop off but in her current state she's just brain dead op. She needs her passive to not appear until a certain lvl or the early numbers need to be nerfed or something, she's just so oppressive.
