Does red buff really need to slow on ranged auto attacks?

I mean so many cheese junglers exist solely because they can apply a ranged slow. It doesnt matter how diminished the slow is, the fact that its ranged makes it worth it.

Ranged champions already have a plethora of kiting tools, adding a red buff slow is just unnecessary. etc all are only really viable because of the ranged slow. Outside of that, its just easier to pick a different champion since your ganks will be better and youll actually have farm in the jungle.

Do ranged champions REALLY need the extra kite in their kit?
