When are those Fiora nerfs coming?

Meddler has stated in early June or so that Fiora nerfs are planned for 7.13. However, there weren't any nerfs that were even PLANNED in 7.13 before release, there were none released at 7.13, and there aren't in the current VPBE either. I know that quick gameplay thoughts info is not guaranteed, but Fiora still avoided the nerf hammer for way too long.

This is actually a serious problem. Fiora is a very contested pick in professional play in almost all regions, frequently picked or banned. I don't know the exact numbers but she is involved more often than not. She also has a 52.5% win rate across 140,475 games in Plat, along with a 53.14% win rate across 40,911 games in diamond in Korea.

I don't know, Rito just doesn't want to communicate (as much as they claim they do) with the players in some situations. I just feel like Riot just doesn't listen to the playerbase when it comes to certain champions, like Fiora.

I will admit that I hate Fiora, and may be negatively biased against that champion. However, stats don't lie, and there is a REASON why SO MANY people want Fiora to be nerfed.

And to those saying "oh she's balanced its that no one that knows how to play against her cuz they have no skill" - explain why her win rate increases as elo increases, along with that high of a professional pick/ban rate.
