Hextech chests and Key fragments

So, riot released hextech chests and key fragments, I'm sure everyone knows this. But, SERIOUSLY, the rate on key fragments is so low. I get around 1 every 10 games. Hextech chests are also fairly hard to get. If they could make hextech chests a bit easier (maybe decrease the rank but keep the one champion per season thing) and make key fragments easier to get we could at least open a lot of them without buying them with rp. I also thought that maybe the chests or/and the keys could be buyable with IP. I REALLY doubt riot would add this into the game but it's fun to imagine XD. Maybe the chests could be 6300? eh idk but at least they should make them both easier to get.
