Sion's passive

I love this guy and his entire kit. One thing though,I feel that his passive ticks down way too fast at later levels, compared to the early game. Would it be that much of an issue if it lasted similar duration across all levels? I wouldn'r even mind if it lasted a couple of seconds less in the early game as long as the duration was the same for level 18.
