I need some help with the whole new s7 jungle levels

so back in s6 i would usually gank a little less then most junglers but to make up for it and nearly 30 more jungle creeps then the other jungler and end up being 2-3levels ahead of him but now no matter how many creeps i get more then the other jungler and even if he has the same amount of kills as me he will still have the same amount in gold and exp to me.... so i what i'm asking is what did riot do to the jungle?
