Match making for low level players

Hello, i have quite a pain while playing PvP. I have been in NA sever for a while and i am surprised that match making is a bit unfair. My new account is level 12. In the previous game, my team was all under level 21 players vs 5 players with Thunder Lord in their mastery. They did rekt us hard. Mid-laner on my team disappeared within air just in seconds. My point is the match making for low level players must be reworked somehow. For example, players whose level is below 21 will be in a group and above 21 will be in another group. Runes and masteries affect the early game a lot. Players above level 21 are like mini bosses in Dark Souls 3. One combo and "WE DIED". I hope to see your solutions for this issue. I want it to be fair for all players.
