Prevent team mates from banning picked champs

Hello, there so many games where someone in the team raged because someone from the same team banned his champion by accident before he gets the chance to pick it. This happens in Draft pick and ranked games.

Why would you even have a "Declaring intent" before the bans if someone from the same team can ban that champion. Isn't it better to lock the ban for that same team?

So many of my team mates raged because of another team mate banning his champion and either trolled the entire game feeding and misbehaving or just simply left the game. I've had one instant where some duo trolled the entire game and banned the other person's pick (The one who banned his champ first).

People tend to not even look at picks and bans when they are drafting and just go with what they normally ban. Heck some even browse the net while doing picks and bans, or going afk till they get to pick. That's why the system should be better accustomed to these types of people. Simply locking the ban for the team's "Declaring intent" would solve this issue.
