Corki still feels weak

I think his E should be % Mpen and Arpen so he doesn't fall off so hard. There just aren't good hybrid penetration items. I only find him good on 2-3 items. After that, he feels like a very bad pick unless your team has a lot of lockdown to let you land every ability.
