Azir Concept and its effect on balance

Azir's concept was defined as a late game zone control mage, but the way he has been played competitively is a mid game teamfighter and skirmisher that scales well. Riot has gutted Azir's bases repeatedly and now some of his outplay ability to keep him as a late game mage, but why should he be forced to be a late game mage? It is clear that Azir thrives in the early mid game, we've seen what he was capable of and I thought he was very entertaining to play as and to watch, but there is very little incentive left to play him now that his damage is being repeatedly reduced and his reliable cc on e is gone. If I was balancing Azir, I would keep his bases semi high but reduce his scalings to fit his gameplay patterns, but I'm not an expert on the subject. What are your thoughts?

Thats an option they could have at least explored on the pbe when they were making his changes, instead of just throwing out the tools that made Azir a fun and interesting champ. I don't feel like they've given Azir anywhere near the amount of thought and care they are giving to the other champion updates.

Because it's obvious Riot hates the early game. It's all 'bout that #lategamewetdream Which personally I really don't care for. They're always harping on about "diversity" but they always make changes to the contrary. The latest one being Garen, who they're pushing into the late game. Upon finding out which I stopped caring and went "Oh great, another" before my eyes starting rolling like two frisbees in a front loading washing machine.
