Why items are so expensive if games end within 20 minutes OR LESS?

besides the 5% of games that might go 40 minutes , i don't see a reason that items should be so expensive ..

i play this game for 4 years now .. and it's a total disaster what's going on .. i am pretty sure riot just lost control and they don't know how to reverse things to better
