Why nerf dead mans plate?!?!

Just reading patch notes and DMP HP has been reduced by 100?? for what? Black Clever is expensive AF right now, randuins,thornmail,frozen hearth all nerfed! And veteran scars mastery is nerfed aswell? I know its ADC meta and all that stuff but come on why even bother with all juggernauts changes and why even make new champion tanky top laner?best idea would be to make new marksmens till the end of season.
