Why are all the support items being nerfed?

Everything is going mana and cooldown based instead of health based. I feel this is a problem because most of the support items lack in damage and already dont give much defense. If riot wanted people to have mana then why not just bring mana pots back? most supports that already use the support items are already squishy i just dont understand this update
