Its simple Annie is an insane lane bully because she can hold her stun as long as she wants and have the enemy terrorized and if that wanted cs she would just burst them down to at least half health. This problem was fixed with tf's gold card a while ago but not with Annie i suggest giving her a short window for the stun once fully stacked
Annie has incredibly short range, it cost's her a ton of mana to charge that stun unlike TF and is incredibly immobile in comparison. That is a poorly thought out balance suggestion that tries to compare two skills that are not the same in how they work or the amount of time and investment it requires to fire them.

I'll just continue holding my charges at 3 like I normally do. This won't help.
