Whoever came up with Skarner's new passive

Needs to get the hell off the rework/balance team. What the actual f*ck? Other reworked passives hardly had any drawbacks, and then you just decided to screw Skarner right up his crystallized anus. I was actually hoping this rework would make Skarner enjoyable again, but again you disappoint me.
