I get what you're saying, but there's too many cons to this idea.
Sure, it sucks massively when people ban the champion you hover over, whether it be to tilt you or accidentally, but to prevent that champion all together from being banned from your team is not healthy at all.
Hovering was meant to show your team your intent so they could hopefully work around your pick. Doesn't always happen, but that's what it was meant for. It wasn't to guarantee your champion pick or prevent them from getting banned. It was just to save time instead of having to type "I'm going to play X".
People just need a bit more realistic viewpoints when it comes to champions getting banned. If they're currently FotM, super strong, or used in pro play (think Worlds), then they're more than likely going to get banned.
And if this about rude behavior, such as someone banning your pick on purpose, and then putting in chat "I banned your pick, scrub :)", then by all means please report them afterwards under Unsportsmanlike behavior, and clearly write in the description something similar to "purposefully banned my pick and wrote they did in pregame chat". That's the best way to deal with people who ban your pick to purposefully tilt you.
