People not taking smite that were assigned Jungle.

Jungle is the only role that basically has no fluidity on which summoner spells they can take. EVERY Jungler NEEDS . There is no "smiteless jungling. So why is it that there is a possibility every time I get into champ select, that our jungler will lock in their champion, and then leave their computer to go do something, not realizing that they still have from last game. I believe that junglers should not have the option to NOT take , so why not just automatically give it to them when champ select starts? Let them be able to change it just incase they lane swap, but FORCE them to have it at the start of champ select.
