Fizz. Lower CD, cost mana not 20% of current HP. The slow is even better, he can jump wall with it and high mobility.

with some spellvamp he can easily heal back the entire cost. Also vlad is not an assasin like fizz he is a dps/burst aoe mage

I've posted about this before because fizz trickster is the one thing that's always made him op the damage and ratios never bothered me as much as his trickster with CD and hour glass you can spam it which is bs

While I agree that Vlad is not an assasin like Fizz, but that doesn't change the fact that 20% HP on high CD cost a lot. While you have other no ressource champs that do much more on lower CD. Even with spellvamp (AOE spell doesn't regen all the damage with spell vamp) Pool level 1 do 80 damage and vlad regen 15% of this damage, the speed boost is not even 1 sec (decay during the 1 sec), the slow 40% might be good but in fact it not that good really.

Take Riven, his shield and CD are strong and low.

Im not saying Riven or Fizz are OP, just saying that Vlad need some love with all the new mobility, immune thing inside league since 1 year.

Vlad should never be good; pool should never be cheap.
