I actually like it..
I actually think it could be a useful item on supports (something I've been more or less saying since it appeared in PBE). Think about it like this: you're playing alistar and either want extra distance on your headbutt or don't want to burn your distortion enchantless-flash on an engage opportunity. The item allows you to do that, while also nabbing some passive damage. While it won't be seen on a lot of characters, I can definitely see it being used on a bunch of things who either rely on flash as a way to engage or have skillshot based CC that is easier to aim with a gapcloser (

It's good for ap tanks, manaless mages and annie viably consistent.
Otherwise it's just a fun niche utility item.
