If i see my enemy jungler, say master yi, building a full crit strike build do i start building to counter him, or do i continue with my original build?

It depends on what champion you are and who is getting fed on both your team and the enemy team. As a fighter or tank you will generally want to build a defensive item specifically to counter the enemy carry. If Yi isn't getting fed then don't worry about it until later on. There are many things to keep in mind when choosing items.

Some examples:

You are playing Kayn/Kha/Rengar jungle and the enemy has 3 tanks. You should build black cleaver instead of lethality.

You are a tank against Master Yi and Vayne. You should be building frozen heart to lower their attack speed thus lowering their true damage.

You are a fighter and the enemy team has Vlad and Soraka. You should be getting executioner's calling even if you aren't a champion who builds mortal reminder. You can sell executioner once you get 5 other items if it gets to that point.

You are a juggernaut and getting destroyed by Tryndamere, Fiora, Aatrox, etc. Don't finish your black cleaver. Build a bramble vest and ninja tabi so they can't dive you.

MasterYi is like a wild pokemon,

You're just walking in the tall grass, minding your own business...

THEN BAM! A WILD MasterYi APPEARS! he doesnt even have to have been picked in champ select!

SHIT ITS TOO LATE TO COUNTERBUILD, I GUESS ILL JUST LAND 1 HARD CC ON HIM.

MasterYi has been caught. would you like to rename your MasterYi ?

MasterYi has been placed in Box 1.

How often are you seeing Yi? How easy would it be for the lane phase to suddenly end at the stage of the game you're in? You'll need something against him eventually, so you need to do your best to judge when you'll need it by, and how fast you can build what you need for your lane.

You should always aim to build items which counter your opponent but don't negatively impact your role. E.g. if that playing malz against Zed I'll get a stopwatch on my first back and a tear for mana sustain instead of lost chapter. If I find I used the stopwatch by my next back I'll get a seekers and if not I'll build my lost chapter. In either case I'm getting the sustain I need and the ap to trade, but I'm also harder for him to kill. Similarly he will like build a hex drinker which will give him sustain plus the ad he needs to kill me (if I hadn't gone stopwatch or seekers).
