> Last Whisper's upgrades give marksmen options to pierce through defense-stacking foes, sacrificing generic damage for effectiveness against tanks. In their current state, however, these 'options' are only viable when their effects can be applied to multiple enemies. At 40 AD, Lord Dominik's and Mortal Reminder force an excessively high damage tradeoff versus, say, The Bloodthirster or Mercurial Scimitar. In other words, investing in them hamstrings a marksman's ability to kill anything that's not a tank. We're giving Lord Dominik’s and Mortal Reminder a bump so itemizing against the enemy frontline doesn't forfeit your ability to fight their backline.

Riot, no stop. These items are meant to be niche items. If the other team is running 2-3 tanks/bruisers who are stacking armor to counter you, you should have to build LW and upgrade it into LDR or MR in order to combat this threat. But then your attacks vs squishy targets should suffer because of the item choices that you have made in order to kill that 400 armor malphite and rammus on the other team.

The problem with AD itemization for the longest time is that it has 0 niche itemization. Either an item is good vs everything and so everyone who builds AD buys it, or there is a better item compared to it and so it is almost never purchased. Recently AD itemization has been relatively balanced and somewhat niche. There is no reason to buff a niche item in order to make it better vs everyone. All that does is break the item and destroy in niche play in favor of becoming a cookie cutter approach to AD builds.
