Would cleanse be broken if it was changed into a spell shield like Sivir's and Nocturne? I feel like cleanse has always felt like a must-have summoner in specific situations that you feel bad for taking, it replaces an otherwise more useful summoner and it's really awkward to use
I think it should give a brief CC immunity after use (like .3 seconds, the way veil does), for those high-ping messups or clusterfuck fights.
Right now outside of 1v1 duels it is just useless.
Nobody uses cleanse or clarity. They should just combine them so it's a single summoner spell that removes disables and restores some mana.
The only thing that Cleanse needs right now is the ability to remove suppresses in my opinion. Since almost exclusively mid laners take Cleanse, and with characters like Malzahar, Warwick, and Skarner being around, it forces a mid laner to build QSS, which is just a waste of an item since it only builds into an AD item. Cleanse already has a decent cooldown, so it seems unfair that mid laners have to build QSS instead of just taking Cleanse to balance things out. It won't prevent CC chains and there will still be a window of opportunity once it's down.
