Should players play rank with champs that never played before?

I was playing flex Q with my fd. And our top picked trundle. He lost to rumble really hard, I called him to buy mr, and he finally got his first mr item at 17 mins. And he claimed its his first time to play trundle.

Do you guys think that riot should do something? LIke only allow champs which are Mastery 3 or above in rank?

No.

Out of a champ roster of more than 133 and counting, the average player hasn't played them all.

It should go without saying that Ranked is intended for experienced players that enjoy the competition.

As is, the only criteria for entering SoloQ is to reach Summoner Level 30.

Common sense would tell you to avoid Ranked games until you're knowledgeable and skilled enough, but Riot has no concrete policies to keep casual players out from Ranked.

Edit: The idea of achieving Tier 3 Mastery is a step in the right direction.

"Like only allow champs which are Mastery 3 or above in rank?" This is a half-baked, terrible idea for the many, many reasons that have pointed out before in the many times this has been proposed before. The goal of this is to make sure that people play a champion and do well with them in ranked but all the reasons can be summed up as:

The Mastery Level has no correlation with whether or not they can play well with a champion.

A person can have a high mastery score and be terrible at the champion. There are people who have low to no mastery score but more games on a champion than people with level 5 "mastery" because they have been playing long before the mastery system was a thing. And so on.

No, some people only play ranked. Some of those people can first time a champ and do better than if you had played that champion for 1000 games.

The main point from what I want to say is people are using champs that they don't even know how to use in rank. Some players are trying new champs (or showing some cool new skins) in rank game instead of AI or normal, which makes them play worse and cause their team lost. So I am giving a suggestion that mastery 3 or above is needed for rank game, no matter if the player knows how to play or build the champ or not. At least it will kick out PART of unskilled players in rank game, not all, but part of.

Some might play good at new champs. Maybe they tried it in PBE or they are born to be good at it, but it is just a small group of people. Just win around 4 or 5 games in normal then they could get mastery 3 champ and enter the rank with it. Again, mastery 3 is just a suggestion for Riot and maybe they could have a better solution for this.

I don't know how you guys treat the rank game mode. Is it just another mode similar to normal? Or is it the mode for players who are trying hard?
