well isnt that obvious? if 1 wave of minions gives as much exp as half your jungle, you just tend to gank and tax the entire wave and the next one
The 2 highest WR junglers in the game right now are WW and Nunu, 2 champs that are basically made to farm/control the jg.
Junglers are ganking much less than before now, and farming into dragon is the best way to play jg now.
OP just has no clue, as does most of the boards, probably one of those jungle players that dont read patch notes, try to spam gank and wonder why they are 4 levels behind the game.

Top jungler is ww. Out of the top 10 junglers 6 of them can be farming junglers. And not early ganking junglers. Ekko Shaco Elise and J4 are the early ganking oriented junglers.

As a main jungler and someone who closely follows the challenger scene let me clarify what's actually going on. I read A LOT of nonsense on the subject.
I don't know what Riot actually intended to do but it only looks obvious that if jungle farming does not pay in terms of exp and gold junglers are going to gank.
To go more in-depth this new jungle meta is ALL about early aggression. Pick a very strong lv3 champion that can bully the enemy jungler and apply pressure immediately. First Dragons spawns when you're level 4 and you need to take it after your first back. You need to take scuttles on respawn and you need to gank to insure the lane priority necessary to take the following dragons.
There is NO TIME TO POWER FARM, IT IS NOT A VIABLE STRATEGY, NOT BY A LONG SHOT.
Having a champion CAPABLE of farming efficiently, on the other hand is very important since you need to clear fast and invade quickly on your way to and from your main objectives in order not to fall behind.
The only ways to not fall behind in the current jungle are ganking HARD and bending the opposing jungler 90 degrees or a combination of the two.
I guess nobody remembers Ardent Season (aka season 7). During this time, the team that camped and got their bot ahead had a significantly higher chance of winning. Hence why ardent season had constant 4-mans bot.
This season Top and Mid are 2-3 levels ahead of everybody. So now JG is camping top and Mid for much higher chances of winning.
If 1 or 2 roles have uniquely large carry potential, then expect a gank meta.
Even if the meta changes later to Tank Jg's it'll still be a gank meta, just 1 with more hard cc.
The only way this changes is if Riot actually BUFFS JG XP (keeping 0 catchup XP) so farm jg's that need 6 are actually viable again. But there's not a chance of that.

No, they're working as intended. Even if you may have had more ganks in your games, farming is more important than before. There's a cost to those ganks.
