Maybe it's because of the start of the season maybe not but overall the game seems worse then it was or maybe it's just me. But still thinking about the game I came up with some ideas that I think would make it better because IMHO who is doing the balance thingy now and all this stuff are really not doing a good job overall.

Let's start from Assassin items:

  1. items - lethality ones , especially this one - item 3147 , remember why deathfire grasp was removed ? so why you introduced an item that is the same thing but for other class;
  2. So my idea is remove item 3814 because it's badly designed and used only to top up lethality builds - get as much as possible , nobody will build it prior to item 3147 or item 3142 and add the channel effect to item 3147 so after the channel in next 10-15 sec your auto deals bonus damage and this effect has a 120-90 sec CD;
  3. Also make Dusk and Yomumu give only 15 lethality each + item 3134 reduce dmg from 25 to 20. Also though this items were designed with assassins in mind they make some other champs from different classes just OP and really hard to counter so they have to be tuned down (items I mean).

Next ADC here I see only two things :

  1. synergy between item 3087 and item 3094 I think everyone understands what I'm talking about so yeah one should exclude another they shouldn't work together , you chose or you have better burst + waveclear or you have better poke + better and safer turret dmg.
  2. price of zeal items should go a little up 100-200 gold.
  3. Also I think item 3031 and item 3508 - critical strike should be removed and give them more dmg , this way to use this items optimally you have to build a zeal item and also it removes the 100% critical chance on ADCs even if they get 3 zeal items they still will be at 90%.

Tanks:

  1. Overall overbuffed % health dmg , and abilities that have both flat dmg + % health dmg - this stuff is unhealthy think about it.
  2. item 3083 remove 10% CDR , make it give 1000 HP, put warmog's heart at 3000 HP , reduce max health healing to 20 % . 3.item 3075 remove 250 HP , remove cold steel , buff armor to 120 . 4.it's not only for tanks but item 3742 remove 25 HP , buff armor to 70-75.

Mages :

  1. Overall I would say in good state except ZOE who's biggest problem in my opinion is the RNG that she can get for example a free teleport in lane and just TP back with items, full hp and mana and still have her defensive or offensive summoner. And this thing is kind off dumb because it can influence really hard how the game will go on. (A little bit off-topic about RNG - it gets worse first dragons - from which I would say Nunu suffered the most , then runes - klepto you can win a matchup by being lucky , now champ Zoe - which laning will have really different outcomes depending on what summoner spells she will get); 2.item 3151 remove magic pen , buff to 100 AP. (Will explain latter have an idea with boots for mages). 3.item 3102 buff to 80 AP, shield refreshes after 30 sec of no taking dmg - from champions obviously. 4.item 3135 buff to 100 AP , decrease magic pen to 30 %.

Now I want to talk a little bit about boots that I think could have an improvement:

  1. item 1001 - decrease to 20 MS;
  2. item 3117 - decrease to 80 MS out of combat, if out of combat more then 20 sec increase to 160 MS;
  3. item 3009 - remove slow resistance , give an active: when you are affected by a slow activate to remove slow and get a 20-50% MS for 1 sec with a 25-15 sec CD;
  4. item 3020 - increase to 50 MS , remove magic penetration , give a new passive : for every 100 AP get 5 magic penetration;
  5. item 3111 - decrease to 40 MS, decrease MR to 20 , decrease tenacity to 25 % , give a new passive : reduce damage from direct spells by 10 %;
  6. item 3047 - decrease to 40 MS, decrease armor to 20, buff the passive: get 15% less damage from champion auto attacks ,tower shots, minions and monsters attacks except epic ones;
  7. item 3006 - decrease MS to 40, remove attack speed , give +10% lifesteal, get a new passive : 2 sec after getting dmg from an champion get 10% AS for 4 sec stacks up to 5 times.
  8. item 3158 - add one more passive : refund 10% of mana spent.

Also about runes , I think the one that is really unhealthy is Klepto - because again RNG and some champs can profit extremely hard from it and also make laning against them a nightmare (for example GP will really like to spam q on you to get that juicy gold without really being punished for it). The STOPWATCH one should be changed to 10 min mark so it doesn't impact so heavily the early game, because at the moment people pick it up even if they are not going to build an item from it just to get and advantage early by using the item and then sell item for extra early income which is too overpowered. And also I saw in the video them talking about bruisers and that they don't really have their niche in runes reforged , so I really don't understand why they removed FERVOR because it was the keystone people were using on bruisers / fighters. You brought some old keystones with tweaks in the new system so why not do this one too or with time create a new tree that would work with bruisers.
