Help me out here: Is Knight's Vow too expensive?

Correct me here, but this can't be the case. What am I missing?

Knight's Vow seems like a laning phase item (for max potential) yet it seems cost prohibitive to have prior to 20 mins. Is this a bad read of the situation?
