Does fiddlesticks drain work with savagery and increased healing form windspeakers blessing?

Yes to the first and no to the second, if you read Windspeakers carefully, its your shields and heals on allied champions (aka not self anything). The single target damage might get buffed at every tick, but since its one spell cast im not sure.
I don't know but if u actually read Windspeakers carefully you will notice it does increase the heals on u just not buff your resistances as there is a period after the increase by 10% line.
