Would this make for a good, new stat: "Shield Penetration"?
With so many shields in the game,

a few other items, champion abilities, and CotC, it would be neat to have a Shield Penetration stat. Maybe replace "Lethality" with it and have only % for armor pen. This stat could be similar to how CDR works where you can only have so much, maybe cap at 35% shield pen or maybe on your first attack, ignore X amount of the shield's health. That way shields do not become useless. I am thinking about how Burst champions, and assassins who get most their full combo's damage negated by one or two massive shields, or how you needed that last tick of Ignite to hit, but they use a shield at the last second and live with only 8 hp, or how you are an ADC and CotC is just ruining your day since you need an extra 2-3 seconds to break the shield so you start dealing damage.
I feel that with the recent item changes for lethality, most of the time, those items are now mostly just bought on assassins, no longer common on any AD champion like before.
is now meant for more mobile champions who roam, not ADC's who use to utilize the old passive's damage. Same with
. While any champion can use these, they are mostly meant for the mobile assassins like

already give 45% bonus armor pen, so maybe if we change that to 35-40% total armor pen and change the lethality (flat armor pen) to Shield Penetration, we could have a new stat.
Just to clarify, there would need to be an AP variant somewhere too. Maybe change
to have it.
