Healing and Shielding runes and masteries for "Runes Reforged"

Coming This Preseason: Runes Reforged

"Overheal: Excess healing becomes a decaying shield, for up to 10% of your total health."

Seems awesome in theory,but it just seems a little weak to me. Only tanks or fighters/bruisers will really use this, and they already have lifesteal and tons of hp, so while it seems cool for them, its unnecessary to me, i think. If im healing a squishy champ, the shield will be crap no matter what, so if it was me i'd make it into this:

Overheal: Excess healing becomes a shield based on the amount healed, lasting up to 5 seconds. The shield will not activate or recover shield strength if the current one is active ( To prevent spammable heals to keep it up, looking at you Gangplank & Soraka among others)

OR

Overheal: Excess healing becomes a shield (100 base shield + 0.5AP) lasting 5 seconds. The shield will not activate or recover shield strength if the current one is active

OOOOOR

Overheal: Excess healing becomes a shield based on 10% of your OR target's max health plus the amount healed ( or half, or an ap scaling inserted here), lasting 5 seconds. The shield will not activate or recover shield strength if the current one is active

I'm not happy about the decaying part, i honestly wish it was more like the other shields, like Lux & Morgana & Orianna as an example.

"Don’t Panic Heals and shields are 5% stronger, increased to 10% on targets below 40% health."

This is a BIG nerf to Windspeaker's blessing, and i am not happy with this. A situational increase? why? Its good as it is! 10%! (I mean unless the numbers in the rito toaster hive mind say its a little too strong? then alright, you know, "for balance" reasons... otherwise you're doing it just cause to see the feedback, in which case, plz no) You also removed the armor and magic resist component, which is my favorite part, being able to give tank stats to anyone and make them sturdy, helping them with a little extra defense to survive the teamfight. You're making it hard for supports like Soraka and Sona or anyone with heals and shields to be relevant, riot.

I'd love for Riot to read this and give me some feedback too, since us support mains want to keep our team alive and healthy. Don't nerf our tools to succeed, please. I know those figures are maybe a little crazy, but this is JUST an example, so i can give that feedback you want. I know im not alone in this regard, but at least i wanted to share my thoughts on the healing runes and masteries. I'd like to hear the community's opinion on this. Yes i know they're crazy ideas but i wanna get a discussion going and see what people and rito think. THANKS! <3
