I don't get why Camille was put out with such a good kit when she has such a low skill ceiling

So I'll use old Fiora as an example. Old Fiora and current Camille have something in common, their kits are stupidly easy to execute well. Riots been putting out champs/reworking champs that require more skill to play to their fullest, yet Camille seems like a step back. the only thing that really takes any skill to land is her E and that thing is kind of a piece of cake to land. With her shield, stun, true damage, slow, heal and ult, it really feels like she gets so much for such little effort. At least new Fiora has to work around the passive vitals. Talon wants to get the 3 passive hits. Ivern has interesting stuff like the bushes. I could name a lot more champs that were changed to have more interaction.

Am I the only one who feels that way about Camille?

Oh no trust me.

There is a HUGE difference between an average camille and a good one. An average one may abuse the fact she's broken but they'll still fuck up a lot with her E, mistime their ult, miss W, or not watch their Q timer. A good one will use their E wisely, know how to have a laning phase and trade, rarely miss W OR actually know how to W in her E at the same time (I recently discovered this after watching bjergsen.. didn't know it was even possible to time it like that i just E'd during it for reposition), and they know when to ultimate inorder to dodge or cancel an ability rather than just doing it cause why not (which is an issue of camille that needs fixed, no opportunity cost to using her ult atm.)

I rarely see an average camille have a positive KDA unless her lane opponent really is scared of camille as an entity.

Camille has a high skill ceiling, Fiora is just a high skill cap, you master many parts of camille but fiora its pretty much learning how to hit vitals and parrying on time (which camille "technically" has to time with her ult too)

I've played against good Camilles (as in Challenger Camilles) and she is beyond oppressive when played by them...Played even by high Diamond players, she isn't so bad.

Sona may just be a face-roll champion... wait bad example. Yasuo may just be a simple blade guy, but "mastering" him... wait bad example too.

Anyway, not all champions need to have a super complex combo play-style.

Because Azir these Kalista boned Taliyah Riot Ryze hard.

Balancing these was a pain in the ass for Riot, simply because skill-power ratio is not enough to justify a kit, because it either breaks pro play or is useless (borderline), and they admitted that they got a bit carried away with thematics and uniqueness at the expense of balance.

Camille honestly was either a lack of preemptive nerfing, or excessive optimism that the player's would figure out "how to deal with her", but either way it was naive. Once her numbers were/are in the right spot I actually think she will be one of the better designed champions to come out recently.
