Total cost increased to 2400 from 2200
Combine cost lowered to 700 from 800
[new effect] +15% Heal and Shield Power
Ability power increased to 60 from 40
Mana regen lowered to 50% from 100%
Meaning this can actually be viable mid lane as a AP Support item for champions like...
I'm unsure if this is intended but all im saying that this will be 
all over again. I dont mind it, it just wont be too healthy...

Frost Queens before it received a bunch of nerfs was too appealing to everyone who enjoyed AP; it gave great stats (comparable to its alternatives) and had strong passive and active effects. The number of champions who would even consider building Ardent Censer (now and later with the change) and make great use of its passive is limited to supporty champs with shields. It has the potential to be really strong, but its not going to find its way onto champions who shouldn't be building it.
Considering the current Ardent Censer is a noob trap without a single viable niche, this change is a solid improvement. At least it will actually finally do something useful for the first time ever, aside from those 2 weeks when people used it on Alistar to buff minions.
New effect replacing the old one, or in addition to?
I wonder how it stacks with windspeakers. Might turn out to be a nifty thing to work into my Janna builds...
15% heal power, looks like Soraka gonna make a comeback.
