Depends on how much you value your supports late-game potential. With Runes Reforged, Supports are in one of the best spots of any season. As a plat support main, I can get up to 400+ AP in a 20-30 minute game because of runes. I am absolutely able to carry a game if my laning phase has gone well. You add on another item because my ADC bought a Relic Shield to help give me gold? I'm even more terrifying.
That being said, you shortchange your early game burst / kill potential, and that's pretty critical in bot lane right now.
I'd humbly wager its a better investment than 
right now. It's a great item if your looking to play for late game.
As a general rule of thumb, Relic Shield is a solid starting option if you're playing a mid-game or late-game scaling Marksmen who isn't very concerned about dominating the lane phase.
If you're playing a lane bully like Cait, don't bother with it. If you're playing a mid-game monster like Trist, go for it!
