Normal Matchmaking as a pre-30 Unranked Account

Hello everyone!

I am writing to ask how does matchmaking work when you don't have a rank in normal games pre-30? This question is raised by the fact that, yesterday, on my level 26 at the time account, I had a to face a trio of 2 diamonds and 1 challenger even though I was not premade with anyone else. In addition to that, my queue timers are outrageous. Just now, I am sitting in a 10 minute queue timer already for a Blind Pick game. It kinda reminds me of the old times where I'd watch Dyrus stream and upper dia/challenger timers where queues would routinely go up to 20-25 minutes. Can anyone elaborate on why and how this is happening? I can make a guess that Riot lumps together Pre-30 accounts that have high win rates with high MMR normals, as can be seen by the op.gg screenshot, but I really do not know how this works.
