Ez movement speed debuff

Now when ez uses Q he gets a movement speed debuff it really hurts his kite potential why is that? Or has anyone else noticed it? I dont see any note made of it anywhere and his passive and q dont mention it either. Feels like riot added it without telling anyone in spite of ez players.

Ezreal is easily the best adc right now since Lucian is debuffed soon. He needs to be nerfed.
