Is Tristana top any good?

This annoying Canadian i know maintains that it is, but i called them a baddie and said it sucks.

They linked me their video as proof of Tristans top bring good, but you couldn't pay me to watch this crap. I'd sooner watch anime.

Good? Bad? Sleeper OP? Only works in bronze? Help me out.
