Ez cant keep rageblade stacks up with Q anymore

He used to be able to get a stack by shooting q at nothing. Why, that was the only thing that made the item good on him? And Ez was literally the only champ that could do it...

I want a explanation from riot. Were they seriously worried about it? And why not put it in the patch notes?
