AD and AS item changes I would make
These are some ideas from the top of my head. Let me know what you think about them.
-> nerfed to reduce the impact of snowbally bot lanes.
AD lowered to 30 from 40.
Price lowered to 1000 from 1300.
-> removed from the game.
-> build path changed because of BF Sword changes, recipe price adjusted to keep the total price the same.
Build path:

-> bolts damage nerfed because the item is ouclassing Statikk Shiv in waveclear (it is supposed to be picked when you want to apply your on-hit effects to multiple targets).
Bolts damage reduced to 20% AD from 25%.
-> Lament passive nerfed because it's way too strong.
Damage reduction decreased to 10% from 12%, ends after 5 seconds (instead of 10) of not hitting.
-> slightly nerfed because the item is too overbearing.
Price reduced to 3600 from 3700.
AD reduced to 70 from 75.
-> build path changed because of Pickaxe removal, recipe price adjusted but total cost increased by 100 gold.
Price increased to 3600 from 3500.

Stats: 40% AS, 40 MR, 40 bonus magic damage on-hit, basic attacks reduce target's MR by 4 per 5 seconds up to a maximum of 20 mr reduction.
-> removed from the game because it can be easily abused by aa-based mobile fighters, like Yasuo or Gnar.
-> AS removed from its active, in order to keep ADCs away from the item
-> MR lowered to 30 from 35.
I would also change
and make its on-hit passive deal percent max health damage instead of current health, but there's probably some negative consequence that I'm not aware of, so I'm not going to talk about it for the moment being.
