What champions do you people think would be weak or broken during what seasons?

Like the tittle says with so many champions constantly becoming "OP" and some newer champions being considered balanced and maybe but only time will tell what champions should be op in metas that have happened in league's history! I personally feel that Jhin would be one of the most underwhelming ADC's in the game next to if he was released in season 2 when ADC's focused more on building raw ad over attack speed since the new updates to the marksmen class saturated the item choices with tons of Attack speed plus crit.Being as back then the amount of attack speed choices for where a bit limited he might have been one of the least picked ADC's.
