@Riot on the PBE kindred changes and jungle items in general
I will start with Kindred 
This change for dance of arrows is a straight buff, but there was a reasoning behind it that was assumed and quickly confirmed by a rioter reddit post "less about forcing the warrior build and more 'make AD feel better when purchased'". When champion.gg was updated for the current live patch, conversation had already begun among kindred mains about the potential of ending up on riot's radar.
Now the problem with this change attempt is that no matter what because of the behavior of the marks stacking attack speed (devourer route) will always be the better route than stacking AD (warrior route). Now I can agree with and understand moving the bases and ratio's to allow the warrior route to properly compete as a viable option next to devourer, but quite simply not enough was done to promote committing to either AD or attack speed since attack speed would still be the best overall option.
Now I have some change ideas/suggestions for preserving the current prevalent attack speed focus kindred and boosting the possibility of going an AD focused kindred.
_Mark of the Kindred:Both Lamb and Wolf mark targets to hunt. Scoring a takedown on a marked target permanently empowers Lamb's basic attacks to deal 1.25%(+0.01% per 1 bonus AD) of her target's current health as bonus on-hit physical damage, capped at 75 (+ 10 per stack) against monsters, stacking with each mark consumed. _
This is the biggest one that would make the largest difference in committing to "making AD feel better when purchased".
Wolf's Frenzy: 40/45/50/55/60(+50% bonus AD) Wolf's basic attacks scale with kindred's total attack speed.
This one again is to give the player a sense of reward for committing into buying into AD or attack speed.
Overall these should mean null changes to the current attack speed kindred but it should make AD heavy kindred feel actually rewarding to commit to.
Now for the jungle items

Devourer and the idea of scaling jungle items have been regularly complained about for being problematic because of the scaling nature of it and the power potential it gave when fully scaled compared to the with jungle items. I myself think it is a good idea of pattern to go with for the other jungle items. One thing that scaling jungle items promote is making sure that only the junglers are using the item to bring it to it's full strength instead of laners abusing the item like when cinderhulk was considered an issue or the running joke of
breaking items.
On the pro scene end, all the jungle items scaling means that it would not be the best to be invading and stealing your own team jungler camps.
So first suggestion change will be for the most infamous jungle item devourer specifically it's sated enhancement.
+25% total attack speed
All of the known devourer junglers benefit from attack speed in some way and this should curb the potential breaking amounts of power the current sated devourer is causing. Pre sated will still be the same and the 30 stacking of it with it's on hit damage.
For the second suggestion I will go with the other item that made itself famous for it's influence on a meta, cinderhulk.
The stacking stat for this item would simply be health, with the scaling mechanic being exactly like Strength of Ages.
Stacking: Each stack grants +10 bonus max health
"Sated": +25% bonus total health
Runic echo's is the needed jungle item for any burst/caster AP champ, again the most important stat for them is their damage stat. It can still keep its base stats. For the Echo proc I am not sure if it would be too much power on the item.
Stacking: Each stack grants +2 AP
"Sated": +25% ability power (like a mini deathcap)
Warrior I would suggest making quite a few more changes. Like runic echoes this is basically an AD stat stick. There is also suggested changes to it's build path and overall stats because of the potential problem it could cause for making AD caster/burst champs overtly strong.
Item build path:
Warrior enchantment:
_+40 Attack Damage
+10 armor penetration
+20% armor penetration _
Stacking: +1% armor penetration
"Sated": +25% bonus AD (total AD may be too much)
All these will mean that junglers will be promoted into building into a certain stat. The power that the stacks plus the the "sated" state will mean that jungle objectives gain back some priority again on top of ganking for kills.
