Why does Azir's E scale with bonus health?
It has no synergy with his kit. You don't build bonus health on him. I see no reason why the situational shield doesn't scale with AP.

That is 1250 bonus health. And if im not mistaken, Azir's shield is 15% of bonus health, so his shield would be +188 shield to go along with the base shield value
I always build a rod of ages and rylais on azir. On top of that lately most shields scale off a bit of health you could also build liandrys on him too
I build items with health on him.

why does kha zix passive scale with ap. why does lucian w scale with ap. why does kog maw e scale with ap? because they dont wanna overload a champ. its to diversify. if they make azir sheild scale with ap. then make lucian w and graves w scale with ad.
To encourage building bruisery items on him like RoA & Rylai's.
I can't believe I did not notice that earlier. I do have to agree that is kind of a weird gate on his late game power.
