Suggestion For Assassin Update

There are pretty much two common facts known about assassins. One, their ability to 100-0 their targets is an example of toxic gameplay. Two, most of the are abusable as tanks due to highly mobile kits, good base damage, and a plethora of other reasons. So here I come to the boards to share my idea on how to fix both problems, along with some other solutions to make sure they don't become irrelevant as a result of changing them.
So like Quinn's first reworked Q, the attack damage scaling increased with the more missing health her target had. This is exactly what assassins need. Giving them more scaling the lower their target's health is would not only promote the assassinating-the-weakest gameplay, but it would also deter any player from abusing the champions as tanks since their damage would be minimal. This change should be implemented onto a lot of the assassins, not particularly all of them. Champions such as Nocturne, Shaco, Leblanc, and Yasuo wouldn't be the best champions to give this change to, but all of them could be addressed with reworks that give them more efficient play styles.
