Why can some champions use abilities to on towers?

Riot wanted to make turrets more stronger, harder to take so teams can have a chance to make a comeback. But some champions (nasus and wu) can use Q.

I know its to do with their basic attack, but when vayne does a Q, it doesn't proc when shooting the turret.

I think Vayne is just an exception. She's already known for being a champion killer, no sense giving her more pushing power as well.

For Nasus, it's probably because without his tower pressure he loses a LOT of his usefulness (he's very easily kitable in anything that isn't a 1v1 (and pretty kitable there to)).
