Chat restriction shouldn't work on custom games.

I got chat restriction for flaming and i noticed that my chat is also restricted on custom games. I think that doesn't make sense, since custom games ignore low priority queues, champ select dodge penalty, etc...

I understand that i was rude and now i cant speak so much in game, that way i wont insult players in games, etc etc. But in custom games, when i'm trying to test troll builds, combos or just want to train 1vs1, usually i need to comunicate. custom games are played usually with friends, and if i'm playing with someone i don't know, they can always leave the game if i annoy them, since there's no penalty.

Shouldn't chat restriction be removed during custom games?
