Should there be any Champion who has a passive similar to Chromie's trait?

Chromie basically gets to upgrade her skills earlier than everyone else, giving her power spikes earlier than one might expect. Would it be possible to have a Champion who can learn their ultimate at level 4/5? Or would that break the game?
