I don't see how this is something you can legitimately suggest. I'll try to make it simple.
What you are suggesting is that,
Rageblade = OP 1-4 champs with Rageblade = OP Everyone else with Rageblade = Balance d
Now we Nerf Rageblade
Rageblade = Balance 1-4 Champs with Rageblade = Balanced Everyone else with Rageblade = Shit
You are left with the vast majority of champions being vastly underwhelming, thus leaving Rageblade as the sub-optimal choice for almost every champion with the exception of a few who's overall kit cohesion leave the item a decent choice. This doesn't make quite a lot of sense, because you are not left with a pretty useless item that won't really ever be built. (If one item is merely "decent", why would I ever want to build it over another item that is, "good"?)
Instead what I would suggest is that your logic is holds a common fallacy - that Rageblade is broken, when in reality, it's Rageblade's synergy with a few outlier champions that is broken. If this is the case (Hint: it is), the chart would look a bit more like this,
Rageblade = Balanced 1-4 champs with Rageblade = OP Everyone else with Rageblade = Balanced
Now we nerf the coherence between those 1-4 champs and Rageblade (usually through negligible nerfs like an AP ratio hit on an AD fighter
, and you're left with this,
Rageblade = Balanced 1-4 champs with Rageblade = Balanced Everyone else with Rageblade = Balanced
Three balanced categories versus two. I mean just by virtue of math, this is the superior situation.

Irelia's who buy Rageblade aren't anything crazy to write home about.
A Yi who buys Rageblade is not really much to worry about either. Throw Sated AND rageblade however and thats where the problem lies when those two items are combined.

fault. We always had it. it got changed to do AOE that's it. It is Saited devour that's broken. 2 hit for every one. Champs who auto attacks as main source of damage and have empowered autos become very broken.

I can keep going, but you'll just disagree with me anyways since you're so biased.
They wanted Rageblade to be a useful item, not a noob trap or waste of gold. The fact that a select few champions are broken with it (Yi, Jax, Xin to name a few) is hardly surprising considering those guys are naturally borderline broken in low ELO's and when they're stronger stat wise then others in all other ranks.
Nerfing rageblade destroys the champions that are not op with it and completely destroys the item, which in turn goes back on their goal with buffing the item in the first place, which was to make it viable.
The overlying problem is point and click melee carries like Xin and Yi. They take no skill and only mechanical knowledge of the game, (which im not saying is easy, or "simple"..Even I'm not afraid to admit that my mechanical knowledge isn't, "OP" but I'd still be able to easily play Xin and Yi because i'm unranked) which isn't a problem considering their binary and basic kits. But when basic, simple, blood pressure rising champions like Xin and Yi become strong they DO deserve a nerf. They give you insane reward right now for little risk, because they're either building bruiser and surviving scenarios that they were not meant to survive. Or they're going to build a lot of damage and hit your carry with literally 3 auto's and win the teamfight.

The problem is that for YEARS (for about 6 years actually) Rageblade was one of the most useless items in the game and NO ONE built it, not even akali or jax or Kayle.
NOW however, it's a good enough item that multiple champions build it. Because of this, Riot can now balance champions around this item being a core item in a champion's kit.
