Before you go buffing Urgot too hard
There's a few things we need to go over.
While I'm starting to get much more comfortable on this monster, I can notice some major weaknesses and strengths in him in toplane.

His teamfight's pretty meh by all standards, nearing Yorick levels.

His laning phase and 1v1 prowess are rather absurd, up there with Fiora (but can't beat her still, sadface). His laning is offset by his abysmal speed, massive hitbox (making him often get trapped on minions), and tendency to push lane with his passive, so he's susceptible to ganks and should be ganked often early on (junglers... <_<).

Range in lane counters him pretty hard. That should go without saying.
This all being said, he's weak right now. Until he gets Frozen Mallet he's really easy to kite, which will be majorly fixed with the ult buff you're implementing which allows players to basically plan on bursting down a specific enemy early instead of using their ult reactively. I do like that. Running directly away from him is also hilariously effective before Mallet as it prevents him from proc'ing his shotgun legs and Urgot is initially too slow to keep up with anyone. Frozen Mallet is so core to Urgot that outside of fighting melee units and the initial laning phase, he's pretty underwhelming.
That is, smiteless he is.
Jungle Urgot - or if you're ballsy, just packing smite in general - is actually rather strong and I do adore it for two reasons.

Since his W shield scales phenomenally with health, Cinderhulk does wonders for him especially with the high-health items that are core to this kit.

Blue smite - do not choose red - is basically Urgot's early access to Frozen Mallet, allowing him to not be easily kited and get his full combo out.
These two attributes nearly cover up his flaws completely, making him into a very, very terrifying front-liner (not speaking on his theme). Urgot is still incredibly susceptible to CC lockdown like most bruisers but isn't punished instantly for it (IE, he's stupid bulky). If I'd be so bold, I think I could safely say that Urgot in the jungle is actually in a very good place right now. Top-lane without smite, not so much when it comes to his later game.
But I'm pretty okay with it. He's still playable top even if he falls off and it's not bad to have another jungler. What I'm saying this for is that there are people who still think Urgot is weak - not true. If anything his early game's a tad too strong with his mid-game being a bit of a dry-spell. If anything should happen, a simple power swap between those two periods of time would do him good. But please do not go buffing him recklessly, and for everyone else please do not go asking for further buffs to him in the upcoming patches.
