Really curious help please

So I have a quick question , when I run the ip thru my cmd it gives me an average 36-40 ( I've ran it about 50 times now since im so excited im an east coast player btw ) but does that mean that my ping will be 36-40 or does that number mean just like a roundabout of my ping. Cause when I do it for the current cali servers the numbers aren't accurate to what my current ping is so im just curious if someone could help me out and fill me in ( Really confused / excited
